PIH Notice 2008-19 (HA)
HUD has published the above captioned Notice entitled “Extension – Process for Public Housing Agency Voluntary Transfers of Housing Choice Vouchers, Project-Based Vouchers and Project Based Certificates”.
The Notice extends PIH Notice 2007-6 (HA), same subject, which will expire on March 31, 2008 for another year until March 31, 2009. PIH Notice 2007-6 (HA) clarified the circumstances under which HUD will consider a voluntary transfer of budget authority and corresponding baseline units for the HCV program (including Project-Based Vouchers and Project-Based Certificates) from the divesting PHA’s CACC to the receiving agency’s CACC. It also explained the process and procedures associated with such a transfer.

Section 8 Homeownership Program -50058 Instructions – Reminder
For those agencies participating in the HCV Homeownership Program, HUD is providing the following instructions for completing the HUD 50058 Form:
In addition to completing Section 15 of the HUD Form 50058, we ask that when a program participant purchases a home under the HCV Homeownership Program and subsequently goes to Closing, please record the closing date of the loan on line 2t (PHA use only).
This should take the guess work out of homeownership activity among participating PHAs. As it stands now, it is difficult to determine from the 50058 when a home is purchased using Section 8 subsidy. Recording the loan closing date on line 2t will eliminate this problem. This vital information should be put on the HUD Form 50058 upon recertification of existing homeowners.
